A TV company in the UK was fined £3 million for a phone scam it ran.sounds alot...but they made £35 million from the scam
So I would fine them all the profit they made PLUS £3 million.that would stop them doing it again

£1.50 approx $3 a minute of phone call with around 3-5 minute long phone call. Are the entrants been given any sort of money back? because if they are then this 35 million would be reclaimed.

I'll let you guys in on a little secret : American Capitalism is used everywhere for gain. In all likely-hood, these "scammers" were fully aware of the fines and/or penalties for doing such. Car companies do the same thing in wrongfull death suites' and claims. They are able to make so much money, that it is cheaper to pay the fines than fix the problem.
Personally, I think it's all just a means of control. But what do I know? :)
